But then, post-ISL3, ATK wanted to dismantle the floodlights (they are now in discussions with MB over prices to be charged over the use of them for I-league). So who actually spend money for them, IMG-R or ATK?
Clearly, the infra created is solely for ISL, and not to be used for other tournaments. So much for infrastructure upgradation by ISL, a recurrent and loud claim by IMG-R.
AIFF general secretary Kushal Das, when asked about the rumours of
merging the league with the ISL or, worse, shutting it down, reiterated
the primacy of the competition.
“We have proposed a roadmap (for
having a single league) but there is no deadline or time line for it. A
final decision will only be taken when all stakeholders are convinced of
it and on board with the details. It is the teams and players from the
I-League that go on to represent the country in continental events and
otherwise so as of now, clearly the I-League is the premier tournament,”
he declared.
Some possibilities or questions from Mr Das statement :-
1) Unless and until we listen from owners of ISL advocating merger, no merger will happen.
2) ISL cannot take place during U-17 world Cup. Are they willing to have a late ISL after January Transfer Window? In that case I-league and ISL will take place together. what will happen to common Indian players in that case? teams like BFC earn money in loaning players to ISL.
3) When ATK was announced, I remember reading statement from the owner consortium that they are investing in this venture but they do not wish to compete with Mohun Bagan or East Bengal. It is an entirely different league.
4) What is the benefit of ISL in merger? I do not see them holding their players for AFC Cup.
U-17 World Cup from October 6 to 28 October. Begin ISL from 4 November 2017... have a 5-6 month league that ends in March/April. 10 teams, 18 games. Top 6 qualify for the finals, top 2 qualify for the semi-finals, 3rd vs. 6th and 4th vs. 5th in play-in round. Easy. The January transfer window doesn't matter here.
The benefits of the merger are plenty and have been gone over many times.
The statement from Das is purely political. I would not look so much into it.

Owner is Department of Sports, Government of West Bengal. So technically the Floodlights should also be Government Property.
