Nothing will increase interest unless they have proper telecast, scheduling & promotions.. Overall I like this idea of 3 leagues running parallely. It will stop the likes Sanju Pradhan, Wadoo etc to milk the system & some younger players will get some much needed playing time. But i'm concerned how they will manage venues
How will venues be a problem ?. If you look at the number of teams combining all the three divisions, its hardly 24-30 which is 1/8th of clubs in Thailand League system.
Kolkata & Goa at the most will have 3-4 teams and they easily have 3-4 venues to host 2-3 matches on weekend. Also every match doesn't have to be on Saturday/Sundays. Also all the teams from same stadium don't have to play home match the same weekend.

When a club is at 3 div (league2) and say the play 8 games per year at home they would need to shell out nearly 25 lakhs And their season budget would be only 80-100 lakhs
Probably they can hire some college ground and play Colleges these days build good 1k-2k capacity grounds
As of now these are the clubs in Indian league system and this is how it could look in 2017-18 season. I'm not considering promotion/relegation for League 1 & 2

Probably league 2 clubs can run at a budget of (80 lakhs -1.5c)
Fateh is a great example of how to run a I-League 2nd div club at minimal budget of 80 lakhs+
And these clubs can make money if IMG shares revenue as promised
It's improving every year with corporate investment
We are having foreign coaches players
And film producers investing in the league which hardly makes money and has 2 lakhs as prize money
IMG guys if they do proper planning can make it possible
