They have literally began their trials.

ATK had trials last year as well for the img-r academy...they also fielded a team in calcutta 4th division comprising mostly of under 21 players last year. They made a team which won the first ISL, entered semis in the second one. What more do you want from a newly formed team?  They have started the same procedure this years as well but with a broader reach. This year ATK is also planning for district wise selection as well. Honestly, if ATK is planning to set up a residential academy, it might take some time. They want to set up their academy near the HMV studio, Jessore Road(near airport) .

A small extract from The Times of India Title : Not investing in sports for vanity, says Goenka
    Article Date : 05/02/2016

You coown Atletico de Kolkata in ISL, now you also have an IPL team. Will the RPSanjiv Goenka Group make a foray into other sports as well?

Sports is going to be  thrust area for our group. We plan to more investments in this area. What, when, where and how, you will know in due course. But let me make it clear: We are not investing in sports for vanity or emotion.

What sort of returns are you looking at?
We are well aware of that fact that there are no short term returns in sport. Moreover, we are not looking at it purely from profitloss perspective. We are keen to build our brand. More than cricket, football in the country needs a leg up. It will be a matter of great joy and pride if we can produce future stars for the country in different sports.

(This coming from the majority stakeholder after two season of a loss making venture in ISL , shows his intent. Also quashes some of the rumours that are going around about him quitting.)

Discipline sole prerogative of AIFF, not ISL: FC Goa told

“The All India Football Federation Disciplinary Committee (AIFFDC) has exclusive jurisdiction over all matters related to discipline under the AIFF disciplinary code including those relating to Indian Super League (ISL)”. This was informed in a letter to FC Goa recently by the AIFF.
FC Goa officials – Anthony Barreto, Jonathan De Souza, Rajest Malgi gave a submission to the AIFFDC on January 25 along with Advocates Ishwar Mohanty and Anish Dayal at Football House in Dwarka. A written representation was furnished and oral submissions were made by advocate Anish Dayal for and on behalf of FC Goa.
During the meeting, it was agreed by FC Goa that the Match Commisioners Report as supplied was sufficient and that FC Goa was not pressing further their demand for the entire report of the Match Commisioner. Senior FC Goa sources informed The Navhind Times that “the AIFFDC has passed over to FC Goa the video evidence available with the AIFFDC and the same is being assesed by the team.”
“We asked time and were given till February 11,” added our source. The same has been corroborated by a senior meber of the AIFFDC on condition of anonymity. “If no further submission is received from FC Goa by 11 February, it will be deemed as FC Goa has nothing to say further and AIFFDC shall proceed further accordingly,” stated our source.

I love this article on cricinfo. Seems like they are focusing on the Indian players and basing their teams around them, esspecially the young ones. Something the ISL should look into and probably more incentive to get the situation with Indian tournaments outside the ISL to get better and also youth development.

But which tournament are you talking about??
Santosh trophy? where there is not any high quality opponent available
or U-19 league? where many players could be ineligible for U23 league too

The second division could be one tournament where talents could be scouted and might be able to find 2-3 players worthy of a place in squad...

I kinda just meant the overall structure of Indian football, from grassroots to the state leagues and what not.
