Why so desperate for 12 teams? Why can't we take this slowly? Making quick and rash decisions is what got us this mess in the first place. AFC Cup and ACL will apply to 1-2 teams and will be on weekdays. With 10 teams we would go from 27 to 22 games (unless you want 18 games which is too little and surprised people would agree with). Domestic cup will only add what? 3-5 games? Same with a finals series.

18 is too little. Any thing >22 is good. Also domestic cup involving all the clubs of ISL, League 1 & League 2. Format can be debated. Also, if we get good rankings in MA rankings, we can have 3 teams in ACL. Add to it international breaks.
We will not get 3 teams in the ACL anytime soon (2+1). We would need to get better than the Thai League, which we can overall but compared to a side like Buriram United or Muangthong United, no.
So you are essentially just adding 4 extra teams just to avoid a "complicated" way of making a number of fixtures (complicated in quotes since it isn't, the A-League already does it)
With the uncertainty regarding Jeje, MB have decided to sign Holicharan Narzary. East Bengal have decided that if they miss out on Jeje, they would opt for signing Boithang Haokip. With Sandesh Jhingan reluctant to join any Kolkata club, the big two of Kolkata are engaged in a tussle to sign Anas.
I want a schedule that favours not only ISL but also League 1 & League 2. Current format proposed by FSDL is detriment to development of League 2 clubs. A domestic cup will give them valuable matches against top clubs and the formats that you are giving is ISL teams playing each others multiple times.
I agree with your first part but don't get the second. Right now the actual format of the proposed "Indian Super Cup" is not really clear and I don't see how the format I gave goes against that? What is wrong with ISL teams playing each other 3 teams compared to just 2 in the regular season? Based on an October to April schedule that would still be enough for just weekends from 10-16 teams and giving plenty of time in between for weekday cup matches and maybe even a May domestic cup.
Any idea of coaches for the coming ileague? Are Minerva/Aizawal/SLFC going to continue with their existing setups...? All 3 could do with more experienced coaches IMO
