I expect that "500 crore" (lofty goal isn't it) to not be distributed evenly among the three leagues. ISL teams get majority, rest divided into League One and League Two (not exactly bad, just depends on how much they get).
@PrakashK Current American international Bobby Wood struggled at one point to get game time with a mid-table 2. Bundesliga side... do you think any Indian could compete at that level? I am not sure about the Serie B but the Championship is a no go due to the work permit rules anyway, the German 2. Bundesliga is to high a step for an Indian player currently, and the Segunda Division might also be to high.
Indian players if they want to go to Europe should aim for Scandinavian countries or maybe even 2nd Division in places like the Netherlands or Belgium. Maybe also come to the US to play in the NASL or USL or the soon-to-be Canadian Premier League.
Apart from BFC, only Mumbai FC can afford to invest that much. We can rule out Shillong Lajong, Aizawl FC. Seems unlikely that Goan clubs will be interested. Mohun Bagan and EB can walk into it if they can fight good sponsors. DSK Shivajians seems to be happy with League One.
