@coolgagan look buddy I can't talk about the North eastern region. But as far as Kolkata is concerned it is different form what you have said. And Kolkata is economic capital of eastern India so you logic doesn't hold that point.
The attendance lower this time just because of parallel running of two league at the same time. This time the total attendance fragmented in 3 parts (MB, EB and ATK).
Another main reason is small time gap between two back to back games. You can't expect a person who watched a match last week present in the next week's game also( specially when the match held on weekdays).
So if we want more people to come to the ground we must need to plan well as far as match scheduled is concerned. A back to back home game doesn't make any sense.
So we need a 7 months long league with better timings. And that's the only solution for this problem.
Pune City and Mumbai City have great attendances for their capacities, especially Pune City. The atmosphere at the Balewadi is the best I've seen it ever.

When we look at some of the other cities in which ISL is being conducted apart from Kolkata, I observe that they are better developed, population has more spending capacity due to presence of Industries and Companies and wealth of events to indulge in.
Look at some of the cities as below with robust economies: Mumbai: Financial capital Pune: Software Hub Bangalore: Silicon Valley Delhi: National Capital Goa: Party capital
I've spent a significant part of my life in Kolkata (now I'm in Mumbai) and I see that the people are wonderful, the culture is amazing and the place has such huge potential, but political ignorance and lackadaisical attitude of the people is not taking anywhere.
No wonder that part is not favored by industries for investments.

Bengali people can spend their pocket money for anything which they like and Btw bengal ranked sixth as far as GDP is concerned.
In recently concluded U-17 WC, bengal registered highest number of attendance, what is your view on that...?. And the ticket of semifinal match which was shifted from Guwahati to Kolkata, Sold out within an hour.
I have a suggestion for you, if you have a bengali friend just hurt his/her sentiment a little bit. Then let me know what his/her reaction was. Actually the similar thing I am doing with you right now
I respect your opinion. I just said that I think people don't prefer spending regularly on matches. Once in a while is acceptable. But, the general trend shows this. National Football League also had robust attendances in Kolkata. But, it started fading away. Yes, there are n number of parameters at play and its wrong it generalize the trend. But, it points towards it.
And the second answer is not related to football. Its supposed to add weight to my statement mentioned in the first answer.

get the league longer to 5 months and above and keep matches only in the weekend you will get a stable attendance.
