Why would Metz play their "2nd string team" now? There are no international or local youth tournaments or leagues undergoing now as it is the summer. Besides, there are no "2nd string team" at a club youth level. The teams at a youth level will always be in a state of flux as players from the younger age groups are being slowly included in older age groups. Good academies do this regularly. At international level, there will be "experimental" sides, like ours in the SAFF U16 championship earlier last year.
While it is difficult to judge youth teams properly, they are capable of decent performances too.
So was this 2015-16 Metz U-17 team playing their last matches or a promoted younger age-group team for 2016-17 Metz U-17 with few trial players also been given some chances?
There might be a few youngsters who are promoted, but not an entire team. Players are gradually included in the older age groups based on the growth of a player in the younger age group. This is done throughout the season, and will never be done altogether as an entire team.
Metz is a team that survives on youth policy. They constantly bring in young players and sell them on at a later stage and recoup money through their sales. While there are teams who uses their youth academy to build their senior team (Ajax, Bilbao, Schalke, Barcelona, Lyon, Southampton, Santos, Sporting all at some levels), and there are teams with excellent youth academies but don't utilize them as effectively (Spurs, Man Utd, Liverpool, Chelsea, Real, Man City, Arsenal, Wolfsburg, PSG, Porto), there are teams that survive by providing excellent youth setups, but cannot do so at the senior level (Crewe, Metz, Beerschot and Lens).
Over the past 10 years or so, the following players were took in by Metz (often because other academies passed on these players as not being good enough):
