There are at least 10-15 players based in Dutch who are of Indian origin but none of them will play for India. BTW these guys speak language called Hindustani and are know as Hindoestanen in Holland.
That is a variant of Bhojpuri language of Bihar/Eastern UP. A lot of people from those areas were taken by the colonial powers to work in the sugarcane fields there in Suriname. Many of them moved to Netherlands for various reasons. In fact both Suriname and Netherlands have considerable market for Bhojpuri films
a lot of the Dutch-Surinamese of Indian origin would struggle to get a PIO.
Their grandparents or parents will need proof of Indian citizenship, and as they left a long long time before independence, very few would be able to claim ( read prove) Indian ancestry with proper paperwork
