    Agree with @munna219777. What the he'll. If groan clubs get promoted they have to relocate outside goa. Ridiculous. For Kolkata it's not problem. They may go to kalyani siliguri or durgapur.

    Total 2nd division is crap. No proper state leagues. If some one wants to start a club at say siliguri in which regional tournament they will play to qualify for div 2 I league? There is no fixed criteria. Promotion relegation ideas just don't work with our setup. Goa pro league do have a good structure. Cfl limited to clubs of Kolkata and suburbs. Nagaland and mizorum league gaining momentum but teams and infrastructure far behind. Shilling local league is just fine with derbies and rivalries. Bengaluru league is shit ( as per pundits of this group) . Other leagues are crap.
    There should be fixed criteria and fixed team for 2nd div clubs. No promotions - relegation. They will play div 2 a full season league along with a regional league. If they fulfill club licensing criteria they will have to apply for I league slot. Based on performance + licensing criteria if they meet some certain critical points then they will be promoted, all this after 5 full length seasons of I league div 2.
    Also some player criteria should be applicable for div 2 clubs. Restrict foreigners to 2 ( one in starting 11 ) that one must be a international player of any country ranked better than 165 ( it' s my equation :P ). They should start with 3 u23 player.

    2nd Division should be played on Home and Away basis. This way there will be revenue generation model for 2nd division clubs on gate money, local sponsors as well as local TV channel broadcast. Mizoram, Manipur, Kerala, Bengal can have good crowd even for second division. Grow from there.
    Unfortunately Indian Football has been hijacked by big corporates for tax deductions, fake league, black money, CSR (Corporate Social Responsibility) tax relief model. Nothing on ground-now Indian football is played by planted media news and imagination of journalists on the payroll of corporates. A trip to Brazil by some businessman family is considered good for Indian football while noone cares that there is no stadium in Mumbai to play Football. They cannot fix a water tank in Cooperage ground to get permission from Brihanmumbai Municipal Corporation but they will produce bills of crores of rupees for imaginary ISL as tax deductions.

    The 2nd Division should be put on hiatus for now. It provides nothing to Indian football. It is unorganized, shows poor quality of football, and no one follows it. Think about it, Indians who like football in the country support top European teams, why the hell would they then support a 2nd Division Indian team which only forms there team after a month?

    It is just not feasible. We should follow Japan and South Korea and just get rid of the 2nd Division and focus on developing the I-League through direct-entry clubs and develop a proper state structure (preferably under one entity) and then once we are ready (maybe in the 2020s) we can restart a simple 8-10 team I-League 2nd Division.

    Right now we just don't have what England or Spain have when it comes to their system and that is an over abundance of clubs who deserve to be in the top flight... we are not even close.

    Totally agree on above... Its better to disband 2nd divison for now and focus on i league and state league...save money and provide better facilities for state league and i league

    would rather have a second div. u see 2nd div as unorganised. i see the reason its unorganised is there is no commercial viability.

    there is a huge opportunity here to show thise img idiots that a pan national league system is possible.

    innovative ideas can be afforded to be tested. try the MLS model that way you have the best teams in each zone qualify for a final round in a single arena.

    make it commercially viable for the winners of the state or city leagues to be promoted to div 2. increase the price winnings. play matches in tier 3 cities where there is a huge surge of passion for the sport. loads of ideas its the willpower and mismanagement thats the hindrance.

    It is unorganized because the clubs have no money in the first place. It is as much the clubs as it is the league itself. The only criteria to qualify for the 2nd Division is the AFC one and that is so easy to pass.

    The MLS model can only work somewhat but only for the top tier... trust me, nothing at this moment can make a 2nd Division viable for now! It just will never work for now until we have a proper first tier and proper organization at the state levels. Don't just have it for the bloody sake of having it!

    Look at the current situation caused from the 2nd Division we have. Clubs like Pune, Mumbai, Lajong, and United Sikkim... all of them have records of un-organization, lack of payed wages, lies from the inside about professionalism and much more. Yet you have the one and only direct-entry club with an almost perfect record.

    Right now the AIFF needs to focus on the I-League. Close it. Only allow direct-entry sides into it on a strict criteria. Review the licensing of the other clubs as well and be strict, you are running a business here, you can't have clubs like Mumbai around where only 300 people bother to show up to games. We need to focus on also modernizing the current big clubs like East Bengal, Mohun Bagan, and the Goan clubs and Pune FC.

    I don't know what to do with the Shillong clubs. Royal Wahingdoh I hear a lot about how rich the owner is yet the only thing I hear is that they tried to talk to Santosh Kashyap and that they re-signed two random Nigerians and an Indian player. Shillong Lajong is an enigma. Either they are signing guys like Cornell Glenn or Minchol Son and doing well at the gate or they are not paying there players or refusing to sign outside the North-East.

    Who knows, it is not my job, it is the guys in the AIFF who run the I-League who should focus on how to make the league viable. There is corporate interest, there is untapped potential, there are cities which can be gold mines for the league... we just need to work on it!
