Was just going to mention Khalid Jamil, at least as one of the contenders, for the club coach. Jamil had won only one I-League trophy with Aizawl but had manged to keep Mumbai FC out of relegation for several seasons on a shoestring budget. Of course, what will go against him is his lack of success while coaching the "Big Two" (not his fault solely). Westwood's achievement lies in moulding a fledgling group of players into a well-oiled unit in the course of his coaching stint.
Khogen Singh had only one season with Minerva Punjab while Akbar Nawas is yet to complete two full seasons with Chennai City FC * (minimum criterion of at least 2 full seasons)
I dont think that Zambrotta lasted two full seasons. He was one year June 2016 to June 2017. Still his name is there. And Khalid Jamil's name has been excluded.

@Nagendra: Armando is one of the most successful club coaches, if not the most successful coach, but you must remember that much of his success with Dempo came before 2010 (two I-leagues, two NFLs and AFC Cup semis). He won the I-League only once with Dempo after 2010 and did not have much success with EB and Bardez.
@sam: Trophies should not be the only criterion of a coach's achievement. Was Khalid Jamil or say another coach provided with the financial might and vision of JSW? Westwood's achievement lies in another direction too. As you rightly mentioned, he started from the scratch and converted a ragtag group of players into a proper "team". Along with the trophies he won, Westwood's "finicky attention to detail" and his "rigorously scientific approach to training"--using GPS monitoring device, emphasis on the dietary requirements of his players, among others, became trendsetters in Indian football.
