These are really novel initiatives to make dead investments like a stadium profitable.
Now all they need is a proper tenant that can use the stadium. Indian Premier League should look to get a Kerala franchise again, world class stadium would be welcomed boost to the hurt league.
ISL could do the same but Kochi does its job as well.

Til A decade ago Tata's used to organize Super Soccer annual event where NT used to play top European teams in pre season (I have seen PSV play)
We also used to have Rajiv Gandhi u21 tournament again hosted in smaller towns like Jamshedpur where India played quality opposition every year almost always to full houses.
Point here is we have eager fans in smaller towns each of which has a multipurpose stadium.
In our urge to make India a pseudo Europe we have just killed space for these towns and cities to have quality football teams.
