Good work by Meghalaya state government. But 3 crore would be peanuts for development of galleries & other amenities.
If we consider 1st picture as a reference , right side development will be ruled out due to road & public surroundings. For time being, Government may develop only behind the both goal posts as left side covered with huge rock.

Because of playing and staying at such high altitude, tgeir lung capacity will be thrice that of a normal footballer and they will have much bigger and more RBCs, meaning their oxygen supply to various organs would be superior. They can run faster and more l9nger periods in a match played at sea level. Its like playibg withc11 Kantes! 🤣

No harm to stadium
The Bakshi Stadium in Srinagar will also make its I-League debut, with Real Kashmir FC shifting to the venue from February onwards.
Chhatrasal Stadium in New Delhi will be the other debuting venue in the league this season for Sudeva Delhi FC.
Kenkre FC hosting their home games at the iconic Cooperage in South Mumbai.
This is a good step in using the low capacity stadiums and improving the infrastructure.
