Good league with decent price money. Also each & every club(aleast the ones that have good budget) need to scout genuine talents, treat the team as NT, provide some exposure trips and best possible coaching.
You cannot make it mandatory for the clubs to have age-group teams under the present circumstances. The IL clubs are struggling to form their first teams in absence of a feasible revenue model. ISL clubs simply do not bother about things that do not bring them money or publicity. Both IL & ISL clubs do not have proper practice grounds. Having age-group teams (with players, coaches, support staff, the works) will further strain the budgets of these clubs, which the prize money alone will not be able to cover.
AIFF/ IMGR will have to provide subsidy to the clubs for this. But now they charge the clubs to participate in the leagues.
Rules are rules , this attitude is why we are far behind.Every club in the AIFF structure should have youth teams otherwise they shouldnt be allowed .Simple rule being if you cant contribute to football development then dont bother, whether its ISL or IL or 2nd Div. "IL clubs are struggling ,oh so dont disturb them , 10 teams in ISL will do the job ,10 youth teams will drive our country to glory" wont work.
Nobody is pleading to not disturb IL clubs; the fact is that if the clubs are forced to set up youth teams, they may fold because they they clearly do not have the wherewithals (don't get me started on the willingness of the ISL clubs for youth teams).
Dictats won't help to fix structure, finding out the bottlenecks and applying remedial measures will do.
I suggest to make youth teams mandatory for the clubs right, with subsidies/ incentives to the clubs to that purpose. That will go a long way than say, providing a Rs 100 crores bank guarantee to AIFF. I don't know what AIFF does with that money.
