There are loads of players who haven't played in India that can do well...but as he is a fuckin youth team coach at best he has no idea about recruiting professionals. Billy Mehmet was a joke in Thailand and all the clubs and agents their were chuckling at the thought of him getting $12K per month in India. Calum Angus, Darryl Duffy, Curtis Osano etc are examples of fesh faces settling in just fine in India with 3 different clubs.
Dempo's budget is way above Sporting Club de Goa, Pune FC, Bengaluru FC, Rangdajied , Shillong Lajong and probably on par with Salgaocar and Churchill's. Dempo have their own training ground in North Goa as well as their own gym...something which most other I league clubs don't have.
Dempo also have a squad comprising of some of the best talent in Indian football. There are other foreign coaches who have lasted a lot longer in Indian football and loads of coaches who could do much better woth the resources he has at his disposal.
Last year Nilanjan Dutta air brushed his storiea and put a positive twist...this year Arthur seems ti give 3 interviews per week where he praises himself ( & the Chairman ) Speak to any Goan in the squad or any of the support staff like Johnny, Mauricio , or youth team coaches like Gavin and they will give you an inaight into thia Aussie ego maniac.
He is just biding his time at Dempo till he gets a better offer. He got no offers back in Oz and notjing from Thailand. He can only go back to coaching youth in Australia or local bush league teams.
He needs to spend more time getting his house in order , rather than trying to beat Rohan Ricketss Dempo record for negative tweets and self glirifying interviews

Problem with Goan clubs budget isnt that they pay silly money to all the player's like Kolkata clubs...but they have ridiculous squad sizes to cope with Goa Pro League & I-League.
I dont have the full squad data on Salgaocar or Dempo on me...and Churchill's budget is always a mystery
But to give you an example of bad budgets ( partly Armando's fault...) check this old Dempo list:

SALGAOCAR would be marginally less.
As for Churchill. ..I'm guessing he is optimistic of a turn around in the upcoming elections $-)
