Full form of BCCI is Board of Control of Cricket in India and they take this word "CONTROL" very seriously. There was a time when Coach like Bishen Singh Bedi used to have some influence in Team Selection or how players are playing. Even Chappel tried to do something which BCCI didnt like. Now it is just a formality. BCCI select team and Captain is the one who marshall players on the field. BCCI is so powerful that even TV commentators are controlled by them-what to say and what not to say.
Anil Kumble was a great Cricketer but after retirement, he has lot of Business ventures and there are many examples of conflict of interest. He was a partner in Software company and he wanted to implement products of his company at NCA for which he would recieve commission amount.
Kumble has a consulting company TENVIC. He has in past being appointed Mentor or Coaching staff position in different IPL Franchises where he was accused of pushing players associated with his TENVIC company into the squads.
Budhia was not happy with the treatment at SAI. He said that all he wants to do is run but SAI is like a typical school hostel, giving him very little time to pursue his marathoning. he is no sprinter, but the SAI coach makes him sprint and he feared that he might lose his stamina. He had also complained about the limited food intake and said he misses his coach Birinchi Das who would feed him generous diet.
Well, we can all hazard a guess on who made the decision. Technically, they are right to go after a rival league(UBA) but their intention needs to be questioned.
