IAAF has made some strict rules. Still it's difficult to stop.It is not completely in the hands of Arab countries.  Many western countries are involved. Long distance runners from Ethiopia Kenya seek opportunities in western countries with changed citizenship. Same thing for sprinters from Caribbean and west Africa.
