More than this will not... this should not happen..

why compare guam whose population is 1-2 crores maybe with around 120 cr population.. if we cant produce talent from inside with this much resourse we don't deserve to participate in any of international tournament like asia cup or world cup..

I shall wait for 2023 to qualify for Asian games rather than qualifying Asian games 2019 with help of PIO's via a shortcut .... as far as Germany goes which people normally claim they groomed those players from their starting football career... so if we can groom a kid whose parents were foreigners but born and brought up here.. I would take that kid over PIO on any day to represent our national team

OCI or Dual Citizenship is a policy decision which is to taken up at the highest level only. Narendra Modi is the only one with the power to change the old policy and there is no use asking the babus to change the policy which is beyond their domain.

Exactly; and that's where all these discussions comes back to ground zero. Considering Modi's stern foreign policy, especially with Pakistan and Bangladesh, he would never accept PIOs as Indian citizens. Never.

OCI also has rules regarding Pakistani and Bangladeshi citizens. Any connection with those countries whether past or present will nullify the eligibility for OCI card. So that is not a major issue I think. India can restrict dual citizenship for citizens of few countries. They can check / double check before issuing a passport. So everything is possible, but you need the nod of the government. Which is impossible. But in near future India will have to rethink about the policies. No one is against our own home grown players. But you need results first to grab the eyeballs of our youngsters. You can't expect a great reaction , great involvement of young generation in a sports of a country, in which the country has failed miserably for past few decades.

But in present scenario we should stop discussing about chances of PIOs for team India. If they love their country of origin, and passionate enough then leave the foreign passport , take Indian citizenship and get into the squad. Otherwise just FO.

Not sure if he was mentioned yet but Tamworth FC of the Northern League (6th tier) in England. Born in Birmingham, he is 21 years old (22 for the 2015-16 season). Could be someone to keep an eye on, he may be in the 6th tier but he is 21 and for a keeper, has plenty of time to develop.
