Chelsea had a Sri Lankan born player in the youth ranks. Arsenal has a player from Botswana in the Academy. There are many players, at Academy level, who dont technically pass the work permit rules. However I think that is because these players are not contracted and that they only play in the Academy so technically this is not there job, they dont get payed.
Thats why omani goal keeper, players frm lesser ranked african nations like kenya, zimbawe,namibia,etc playing for english club.If clubs really impressed by a player they must be signing them without looking at their nation,rank etc

He cant play for any english club bcz strong rules over non european players,according to the player shoud be frm fifa ranking 70 and above
If that was the case then why was a UAE player invited for trials by Man city?
Those rules are only ment to stay in books not for implimention. Clubs can use there sources to bend those rules easyly.

They can also loan him out. Sign and then go to another Euro country for experience.
