What is the point in hosting Hockey Test matches at SAI ground which is a training pitch, no stands and no common public is allowed?

There are so many stadiums in India. Bengaluru have a full fledged Hockey stadium. Chennai, Hyderabad, Mumbai, Bhopal, Raipur, Ranchi, Lucknow, Delhi, Chandigarh all have stadiums. A Hockey international Test Match gives a rare opportunity for fans to watch international matches. We do not have HIL anymore, stadiums are devoid of Hockey action. Still they went on organising it in a Training Pitch with no stands !!!! Bizarre to say the least.
