I think the money will probably go into the AIFF-FIFA Academy budget. I remember reading reports last year about how the AIFF were looking for ways to raise money as they were running at a loss with the AIFF-FIFA Academies.
It makes sense, in terms of what the AIFF would be getting but then you have to look at the I-League clubs. What do they get out of this? Nothing. That is 25% of their budget gone straight away and also could (like Joyptan was, I think, trying to say) mean the end of signings like Carlos Hernandez or big contracts for guys who deserve them like Ranti Martins.
Again, I think the better way to go about the salary cap would have been to set a certain amount that a club could spend on all their salaries (keep in mind that a club has to pay other people to, not just the players or coaches) and then have a certain amount that the teams have to pay to the AIFF (you can call it "the yearly league fee") and then also set a 1 marquee player rule.
And by marquee I do not mean guys like Jay-Jay. I mean guys who would be worth more than 1.5 crores, who have played in a dominant league, and are willing to come to India. Guys like Carlos Hernandez basically.
But lets see. Maybe the AIFF have done a good job but I don't see it really.

If AIFF realy make this a rule then clubs(not only smaler clubs) have to go for players who whould want less money to play.
As example EB has a budget of 12-15 crore(don't knox exatcly). 25% of this is 3 to 3.75 crore. If EB want to make a team as good as the have then their actual budget whould be 15 - 19 crore. All the club make loses from Indian football. From where they will get this extra 3 - 4 crore.
To make up this exces expence they have to go for 3rd class african who whould play for 30 - 40 laks.

Exactly. You hit the nail on the head. May I also add however that this rule could have a positive in terms of youth. Each team is only allowed 4 foreigners (3+1) however what will they do for the rest of the squad. You will need to make a proper squad of at least 23-25 players while staying within your cap and who are the cheapest players going to be... the younger players.
For example, East Bengal. They can pay as much as they want for the 4 foreigners and 12 Indians but then they have around 7-9 slots available still. They could use those spots for younger players who would be cheaper to have in the team while remaining within the cap.
And this would not be bad for East Bengal because all the other teams would be the same.
I just gave EB as an example. How much will USFC have in their pocket to even pay youth players. They won't have enough money left to make a proper squad.
