Sad to say it but USFC is right.

We need a proper I-League U20 first. As the mens football gets better more money will come in and then perhaps a women's I-League can begin.

Till then a Women's Santosh Trophy seems more affordable.

Myanmar and Chinese Taipei are ranked higher than India, its going to be hard but doable and in process could see a ranking boost
