If they dont make it I will be very surprised. Making it is not the problem. Winning it is.
I don't think "progress" is a proper term to describe Philippines football last few years.
See their result in 2011 SEA Games (U-23), 2011 Brunei something cup (U-20) and AFC U-22 Championship qualifier last year. They were eaten alive by their counterparts, including teams like even Brunei and Timor Leste. The reason is simple. They couldn't recruit quality half-filipino players in their underage teams enough, unlike they did with their senior national team.
At the end of the day, Philippines' success last few years has been 100% powered by their 10 million diaspora AND their dual citizenship policy, which makes it way easier for them to bring euro/america-born half-filipinos to their national team without urging the players to renounce their respective birth nationalities. Look at their national team roster. Only one player is homegrown and a product under Philippines football system.
So IMO it's weird to call it "progress". Well, i think they from now on will start to make actual good progress motivated by their NT's recent success though.

Lets put it like this. If they win the AFC Challenge Cup then they can not say that they are "Devopmental Champions" of Asia.
