The "quota" for exceptional talent still exists for players OVER the age of 18. Below 18, they are essentially kids who cannot make their own legal decision, still needs to undergo basic education, needs a legal guardian with them etc.
Clubs make the effort to strike a deal based on this IF they believe the talent is there. However, these rules are strictly enforced pretty much ever where in the EU but they can be worked around, and clubs WILL work around these rules if they find a player they want.
Belgium, Portugal and Switzerland are countries where clubs do look to make such a deal more frequently.
The problem India has is that we don't have any exceptional talents they need, or if we have it, there is no standard/well respected platform to show it. When I mean platform, I mean a reputed youth league/international tournaments etc to initially catch the eyes of the scout. And with AIFF seemingly happy to play around without making drastic steps (it will cost money), I expect we will remain with a fairly average set of players, with a good player like Chhetri coming along once in decade or so. Of course, that means we stand still while others go nations forward, which is why I think it is essential some of the younger players look abroad in certain league to play their youth football initially and try and make it there.

@Carbon_14 It is really upto those clubs to decide whether it is worth the extra time, money and effort to bring in a player from outside the EU. One advantage we have is the population of people in India who watch football, which is very high, and commercially, this is great for them.
I think if there is a good enough talent out here, including Dheeraj, and if they have the correct representatives/agents, they can definitely go abroad.
India retain their 97th spot in the newly released FIFA world ranking on June 7. Stephen Constantine’s men are just two points behind 96th ranked Georgia.
