ISL as of now is more of a pilot test project by IMG...it will take a while to know its feasibility. I believe its futile to expect any revolutionary change in its format until 2020.
There is not going to be any merge of league which I can assure..
There are currently only two scenarios possible..
A) After 5-6 seasons, a 12 team ISL proved successful and self sustainable league. Now AIFF makes a move to I-league clubs to show the financial details as asked ISL clubs and start the league with 16 team league with those 4 new teams joining the current ISL clubs. While the rest of the clubs are asked to be in I-league which will officially be demoted as second division league
The IMG group has convinced all ISL teams that they will be starting to get some profit in next few seasons which they fail miserably and ISL clubs find it hard to keep the cash flow going and the league starts losing the teams in coming years and IMG gives up on ISL and go to I-league and promote their league to full
