I am not so sure about this. Sports Ministry do not interfere like this unless there is some political problem like playing with Pakistan and that also is Foreign Ministry interference. It is AIFF job to arrange friendlies. In SAFF cup, we are playing with even smaller countries like Maldives or Bhutan. We used to play Cricket with West Indies which is collection of these small islands only. Never heard that Sports ministry cancelling tour because of loss of prestige in losing? This is very absurd thought. I will need a proper statement from Sports Mionister to believe that.
Just like SAI Director put his foot down bwfore Incheon games....asking for justification for spending on Men's & Women's football teams for Asian games...after the disastrous preparation matches of theirs.
Similarly Kushal Das was worried that after the GUAM disaster. ..a heavy Home defeat versus the likes of TnT COULD have led to the Ministry cutting or significantly reducing the funds they provide AIFF.
Don't forget AIFF goes begging to Sports Ministry and others each year. .so they have to be cognisant of the whims of these beaurocrats who are also under pressure from othwr Sports as to whyvthe funds shouldn't be appropriated to them

Government gives grant/aid to every Association including AIFF. Maybe this new Government has started this policy of giving Grant on the basis of performance. Grant of high range if performance is good and of lower range if performance is not good. AIFF gets money from lot of places. FIFA give them grant. AFC give them grant. Government of India gives them aid.
