I think BFC is doing it the right way, I remember till #ISL came in the way even Dempo was doing something similar with a Denmark partnership. Kolkata clubs get away without doing it as they have a competitive CFL. it ideally should be #AIFF's duty to arrange for partnering clubs for each of ileague (1st and 2nd div) but thts wishfull thinking, they are too busy preparing the snacks menu for the VIP's attending #ISL opening ceremony.
It definitely is not a football federations' job to arrange partnerships for the clubs which plays in the federation. Have you seen the PL arranging partnerships between a Man City and other clubs for example?
AIFF, as mismanaged as they are, have other things to focus on. It is the club that needs to create a working relationship with other clubs for youth development, training etc.
