5 lakh is still decent amount.. i mean they could easily arrange business class air tickets for those players yesterday

Nobody will give 5 crores for a bid document. Nothing is guaranteed in the bid to pay such astronomical amount. That is twice the budget of Aizawl FC. Probably 1/3rd the budget of East Bengal.
5 lakhs is the fees of document as well as for submitting it.
