Don't think even how things stand at present, any ISL side is of any significant better quality than top I-League sides like EB, MB, SLFC or even Neroca FC. And that's where IMGR is not interested, it will bust the ISL balloon.
@ArsenalFan700 - SLFC is already a brand in Shillong with a good fan following. Regarding financial backing, i want to say it is not necessary that all ISL Future sides work on the same budget.
Many ISL sides have struggled for Budget in previous season which was handled by introducing new owners and sponsors.
Regarding in Goa Stadium issue can be resolved if the franchise is allowed. The second goan team can easily owned by Dempo, Salagocar etc if needed. One City rule will be over in 2 season time. Player pool was always there it got hammered when clubs started shutting down and player started leaving football as a professional. 1 Year ago Manvir Singh was struggling in his life and break in MDSC last year and now he is playing for the National team, which shows there are untapped talents in India.
Other Metrics are operational issues which can be fixed if planned properly.

Never did I say they will shut down, they would prefer to stay in the second division, I feel. And regarding the mobile shop,it was opened to put some load off their financial burden.
This talk about lesser number of players in all nonsense. There not much difference between Indian players in ISL,I -League & 2nd division to some extent.
Last season people said CCFC struggle would with unknown players but they easily managed hold on.
@Deb_Ban Why remove FC Pune City when they are the only ISL side with a proper academy and seem to be the side that could be early favorites for the title?
@7Negi They don't have to be on the same financial budget but they should have enough to invest in better Indians (not rely purely on academy players) and better foreigners then what they have while also spending on an international coach and being able to spend on operations which is more than in the I-League. Plus the Jawaharlal Nehru Stadium would need to be updated, probably at their expense. All this while still being able to be sustainable.
I think it can happen actually with Shillong Lajong but currently I am not fully convinced they would be ready yet.
Also you are using Manvir Singh, one example, to prove a point that would involve over 20-30 players needed if we added 4 new sides. Look at the current ISL squads, there is a massive dropoff in quality of Indians on every side, even in goalkeepers. Do you really think we have the player pool to sustain it? Chennai City held on (not easily) but were still one of the worst teams in the league and getting their victories at home or against Minerva Punjab.
Also on the buying of the land and wanting to build a world class academy: the amount of times I have read "world class academy" in regards to Indian football is countless, yet here we are. The amount of times I have seen football clubs buy land for it to never be used is also countless. I'll believe it when it happens.
That's the exact reason why we can say they are good. EB academy has been scouting all over the country for 2 years in a row now and graduates like Prakash Sarkar (DM) has already been regular in the CFL squad starting XI. Another graduate, goalie Abhilash Pal signed for AFC. Abinash Ruidas is a MB academy graduate.
