20 crores is just the player salary cap munna. You are talking about a 40 crore overall buget which means staff salary, maintainence, Franchise fees, Policing costs etc. I dont think any club for the initial 2 seasons will actually spend more than 25 crores max.
That can also mean merchandising, Ticket revenue, Season tickets and a good deal chunk from the central sponsership will come to the franchises. Am sure they will start off with losses of 8-12 crores at the worst eventually 2-3 might break even or profit after season 3. Compare that with chinese clubs having budgets of 100 crores plus and you know where am coming from.
This personally seems like bullshit. 11 teams? You might as well try to get a 12th team from Hyderabad or Punjab or something at least.
Something seems fishy so far, I would not believe anything but just speculate until something concrete from the side of ISL or East Bengal, Mohun Bagan, or Bengaluru FC comes out.
Also, having a separate league under with pro/rel is okay I guess, but we should at least provide some incentive with a domestic cup (would give them an avenue for international play as well) and also long-term turn that league from a national league to a pan-Indian league that can be divided into conferences and thus help teams save money.
11 team ISL with no Relegation. And other GARIB (poor) league will have no promotion to ISL but they will have relegation.
1) How many clubs will play in that GARIB league? What will be incentive for them?
2)What will happen to ISL if Bengaluru FC club or any other Franchise close down? 11 to 10, 9 or even less but there is no promotion to get other clubs.
3) Many Indian players are common to MB, BFC, EB, Garib League clubs and ISL Franchises. They will have to divide players then.
4) Will they organise GARIB League and ISL at the same time?
It looks interesting, better then present scenario. Lets see. If AFC and FIFA Regulations are satisfied, then I do not see any reason that people will not like this option.
Army/AFC/SLFC/Railways all can put up quality sides, and guarantee crowds. They have stable management as well and real academy unlike the ISL in the air so called academies

Nice blueprint! The only challenge i see is maintaining the quality of play and recruiting good foreign players for the 6-8 month (hopefully) league. Also as the no. Of foreigners will reduce form 6 to 4 ,having good guys will be important.
