Also you couldn't view game from lower seats hence they aren't occupied 16K is very good for a city like chennai which is very new to football
That is really good! Like I said, Chennaiyin and football there would benefit so much from a smaller stadium, especially from an atmosphere perspective.
Also Pune attendance looked fine yesterday and better than usual.
Chennai city alone has a population of 7.88 million but can't even fill a stadium of 25K. entre state of Goa has 1.8 million populations still fills 20K stadium for isl.
Last season chennayin got 21-22K attendance per game this season 13-16K shows people of chennai lost interest in ISL and now ISL is slowing turning into crowd less I league.
Football is the national sport of Goa and has a history of generating crowds in ISL but fails to show up for Churchill Brothers and even the FIFA U17 World Cup.
The lower attendance in Chennai sucks but whatever. We are in the fourth season after the last one finished 11 months ago and they were rubbish last season as well. I am sure @mohammed_87hassan can give a better explanation but it honestly isn't that bad. Also I thought both crowds for Chennaiyin were ~16,000, not 13,000.

Another problem yesterday was it was weekday and many of my friends work at evening shift and couldn't come to game Even I missed yesterday's game due to exam and I have a season pass
Also stadium capacity is reduced by 7k after closing stands behind goal post which drastically reduced complimentary passes so current crowd is more organic compared to last 3 years since many buy tickets
