It looks genuine to me (if not 63cr, at-least it would cost 50cr).
Even renovation of football stadium would take crores. Construction/Renovation of football stadium is no easy business. Seems like they have done below renovation work 1. Complete new turf 2. Flood lights 3. Bucket seats along with VIP gallery 4. Gym, changing room for players, hostel and kitchen 5. Car Parking along with 4 entrances
On top of it, they need to take care of drainage system, power back-up, water supply & storage , proper road connectivity , basic medical facilities & other amenities.
There is not much scope for development of Cooperage Ground. It has Party Plots on one side and is located in one of the most costliest and busiest part of Mumbai.
