Countries like Peru, Trinidad and Tobago, New Zealand have hosted it and I think that India can successfuly organise it.

U-17 World Cup: FIFA seeks specific assurances from India
New Delhi: FIFA, the governing body of world football, has asked
for specific assurances from the Indian government by March on hosting
the U-17 World Cup in 2017. All India Football Federation (AIFF)
secretary general Kushal Das said that FIFA has rejected the first
letter from the government and now want specific assurances.
"FIFA
has rejected the government's letter. They want specific assurances
from the government in terms of security, tax and foreign exchange
inflow," said Das. "The government told us that it was not in a position
to give written assurances. But once we told them that FIFA has
rejected the letter, the sport ministry is considering it again.
Das
said the AIFF has been given time till March and if it fails FIFA will
make the open the bid for other interested nations as well. "We have
time till March and hopefully we will get it sorted out," said Das.

It chould be that fifa have allready decided that india will host the U-17 world cup. Probably thats why it wasn't discussed in the FIFA meeting.

Indian Govt certainly not bothered about sports and if we lose this bid then what will happen to the AIFF-FIFA Academies ??
And yeah it would be better if we host AFC U-16/U-19 Championship before the U-17 World Cup.
