I guess the players will be distributed according to the place/region not their ability in different Academies.
For example there might 10 players from Maharashtra but only 4 belong to U-14 NT,but all 10 will train in Mumbai Academy instead of being distributed somewhere else.

Regional Academies set to open in June/July with four more to open
in mid-2013 and the Elite Academy, besides the appointment of
Dutchman Rob Baan as Technical Director besides India's bid to host
the 2017 Under-17 World Cup.
the fact that it is gonna be increased to 9 is really great news and it does shows the fact that there is some more talents available for the federation to train them....because earlier they were to keep this next four after couple of years but his shift is really good to hear...

4 more academies in mid 2013 that means a total of 9 fifa approved acadamies by 2013. :-)
