7 Img approved + 1 Marquee + 5 (can be indian or foreign, signed outside draft). So a max of 13.

ya @Domnic is right they can sign maximum 13 foreigners only if all extra slots of 5 players are filled by foreigners. minimum its 8 foreigners per team I think.
clubs will be signing good foreigners to fill the gaps of the team and there is hope for some Indian "wiz" kids to join the isl in 5 extra player quota
