Ideally the stadium should be the home venue of the team that finished higher up the table... thus making finishing 1st or 2nd seem like it means something instead of just top 4.

Well JLN Stadium chennai, Fatorda Stadium Goa are a FIFA approved stadium no prb and probably the best place to host the final but noway the Salt lake stadium

Why not? If Atletico de Kolkata make the final and they are the higher finishers from the season than host it in Kolkata!

Hell, if Pune makes it from being in first in the future then host it in Pune! It is fair game.
