Only 7 foreigners are allowed to be signed 8th one is optional marquee and clubs will unlikely opt for them

Suppose Pune City B plays in I league division 2 . 16 players make up the match day in Isl . Can they send some of their main team players to play for B team in I league 2 just like they do in major and minor leagues in baseball ?
Mohun Bagan physical trainer Garcia joins East Bengal...East Bengal are looking for a foreign goalkeeper since it is likely that 5 foreigners may be allowed to play in this year's I-League Source: 24 Ghanta
Kolkata: The Hero Indian Super League to come up with new rules and regulations for the new season. The ISL franchises had a serious meeting today with the FSDL to decide the new rules and regulations for the forthcoming season. The new rules and regulations were required specially because there would be two new franchises to take part in this season. There will also be a fresh draft before the month of July as Bengaluru FC have to register their players for the AFC Cup, www.xtratime.in can confirm through the IMG-R sources. The following are the new rules and regulations which will come into play from this season:
The teams can retain maximum two Indian players for the new season.
The new franchise TATA will have the first two calls in the players draft to balance the team build up procedure.
The franchises can retain maximum number of U21 players for the new season.
The teams can now sign maximum of 8 foreigners instead of the previous rule of 11.
The franchises can retain 8 foreigners from their previous season.
There might not be any marquee player this season as per the discussion.
The teams can field maximum of 5 foreigners in the playing XI instead of the previous rule of 6 foreigners. The franchises have informed IMGR the name of the players they want to retain for the forthcoming season. Here goes the choices:
Atletico de Kolkata: Debjit Majumder and Pritam Kotal
Kerala Blasters: Sandesh Jinghan and Mehtab Hossain (likely)
Delhi Dynamos: Souvik Chakraborty and Anas Edathodika (If he accepts new deal)
Mumbai City FC: Udanta Singh and Albino Gomes
Chennaiyin FC: Jeje and Karanjit Singh
NorthEast United: TP Rehenesh and Rowllin Borges
Bengaluru FC: Sunil Chhetri and Amrinder Singh
FC Pune City: Eugeneson Lyngdoh and the other one yet to be decided.
FC Goa: Laxmikant Kattimani and Mandar Rao Dessai (likely)
Surprised by the omissions of Kean Lewis, Jayesh Rane, CK Vineeth, and Jerry Lalrinzuala (not really). Although apparently you can also retain a third player and I bet there will be some backhand deals during the ISL Draft to get certain players to specific teams.
