In individual sports we can do it, because you can always have exceptional people coming up. if you see chess, tennis, badminton, boxing, wrestling, weightlifting, you can always see some Indians competing with the best in the world. but we don't do it well constantly and that is due to the lack of sports culture in the country.  but for a team game and spectators sports you need a much bigger set of individuals to choose from and that is impossible when there is not much support, talent and interest. the talent part is partly interest based and partly naturally endowed/genetics  based as well. for example some of these african countries keep producing the best long distance racers (example of naturally endowed), while latin america keeps producing talented footballers (more interest/culture based).

wait...what i am talking about here...its out of context probably. but @footydip is partially correct, but if we had enough interest in rugby, I am sure there would have been enough physically endowed people coming up to take it, but we don't have any interest and I don't see that happening in mass scale any time soon.

Wrestling is a traditional sport in India ever since Indian History is written. We were very late in modernising it. Still our Akhadas, Pehalwani, Mitti, Ghee, badam, Milk are something which was okay few decades ago but not in modern wrestling. Sushil Kumar, Yogeswar Dutt got opportunity to learn from tournaments abroad. They spent months in Colorado Springs training at US olympic Center with modern diet and success is in front of us but such facility is available for very few athletes. They got advantage of experience as well as modern techniques and they delivered it at like around 30 years of age. My worry is about our young wrestlers U-16 who are still at Akhadas, Pehalwani, Mitti, Ghee, badam, Milk.

Wrestling is traditional sport in Iran, Central Asia, Russia also but they have modernised it from Junior level. Every Olympics you see them winning medals after medals.

There are reports of IMG starting Indian Basketball League after Indian Super League.

That is a very old news about IMG. There is a 30 year old deal between BFI and IMG. Some eyars ago, league took place also but it was a failure in terms of popularity.

This is something that should be a 10-year plan. You can't just start a league now because we do not have a good player pool, infrastructure is bad, and popularity and demand is low.
