Its the bidder who wanted the extention , so that they can have more time to evaluate the biding docs and it clauses.

I-league champion gets 70 lakhs , 2nd gets 40 , 3rd gets 25 and 4th gets 15. And only God knows when the clubs eventualy get the money in their hands.
