I doubt they will do it simultaneously. In that case they will have to have players for at least 10 ISL teams + 8/9 I-league teams. Then there are 2nd Division teams as well. They will have to have stadiums for the matches as well.
Fifa / AFC has stated that they will recognise ISL as top league of India ?? or Not? If they still say that I-league is their recognised league, then whole discussion is futile.
As of now, FIFA / AFC recognise I-League, not ISL.
To get FIFA/AFC recognition as the top league I think ISL teams have to ensure that 1. They have players contracted for a longer duration & not for just 4 m (Sep to Dec) 2. They must have a permanent registered location ie. some address (can't operate from some 5 star hotels) 3. A proper player recruitment policy not by some auction 4. A proper spread out match schedule which means weekend fixtures & ... not everyday one match type lopsided fixture. 5. Release of the selected players for International commitments....be it friendly or WC qualifier or Asia Cup qualifier or SAFF or Asian Games etc etc. 6. Then the most important factor..AFC Licensing criteria. Unless these franchise teams fulfil the above (there may be some more also which I have missed out) there is no way Official Status of India's Top most League will be given by FIFA/AFC.
Don't they already have a few players signed to long term deals? I know some Indian players are given longer contracts and just given on loan to I-League clubs. Auction/Draft is not against FIFA/AFC, nor is every match on a weekday, and nor is taking a break during international weeks (which is the real problem, not that they won't release them at all. Also the fact that when they do release players, they release them at the last possible, but legal, moment). #6 is definitely the most important factor.
Not saying I agree with what I said above, just that I don't they those things exactly hamper ISL's chances of becoming a recognized league.
Point 6 takes care of all the anomalies. Thats why they are there for. If recognition is there, then there is a better case for MB, EB, AFC to join ISL. If recognition is not there, why should MB, EB pay 15 crores? There is no set time table either that ISL Franchises as well as league will become top tier. Infact PP in the past has said that we (means I-League) are the recognised league. It is upto them (ISL) to merge with us.
@shanks_dehighliving none! Aizawl FC can probably be the second I-league club to fulfill the AFC Licensing Criteria given the fact that Khalid Jamil has AFC Pro-coach license.
My exams are near so I hardly log in,but all I want to see right now is only a single league in the country. I don't care about any club.I am only concerned about the national team.

I also believe that quality of players in I-League and lower division / state league is not that different.
