Yeah Simultaneously they will not happen. So ISL will take place in their usual time table and I-League from January 2018. ISL will release the players to I-league clubs by January.
By the way, nothing is sure. Every week a new story is emerging. Some days ago, Tata was giving money to East Bengal to give it to Reliance so that EB can play in ISL !!! Now they say FDSL is not interested. I trust "Baba PP ki Akashvani" - If merger happens, it will happen. If not then .......
As far as franchise for Tata is concerned, Jamshedpur has Airport problem. Absence of commercial flights will hinder Jamshedpur as a venue for Tata franchise. What benefit Tata will get by choosing Ranchi as the venue? Mumbai is booked.

This is as per FIFA Guidelines from 2014 World Cup. 15 days before the FIFA tournament. They say nothing about usage after the event is over.
