AFC, FIFA recognise only one league as top league-that is I-League. AIFF has said before also that ISL is a tournament , not a league. It is an unrecognised tournament of unrecognised franchises.
Why people are getting confused that still two top leagues are there?  there are no two top leagues. There are no top two tiers. ISL franchises do not fulfill any National or AFC criteria-they are not eligible to compete in any AFC Cup. Only I-league and 2nd Division are recognised.
this Rahul Bali article in goal.com is just pure speculation.
