Goa should sell 50% stake of SCDEGOA to a multinational company if they want money to compete against ISL teams in merged league. Or they can follow Atletico de Kolkata model.
ISL merged league (8 isl teams + 4 top I-league) at the top of hierarchy.
The remaining I-league teams (5 + 7 more through current 2nd div top teams and few corporate clubs) will be second division.
The current Second division (Around 14 teams who are regional state league top teams) will be Third tier.
State leagues(cpl,mpl,gpl,mdfa etc) can form the fourth tier
Compulsary 2 teams relegation and promotion rule. No exemptions to ANYONE
Play reserve/U21 teams of isl in 2nd or 3rd tier to give upcoming players more exposure like in European league system so there is no need to apply the U21 rule which many coaches make a mockery of.

Relegation is not required at the top level till we reach 20 teams and the 2nd tier is of a comparable financial structure to top tier. Otherwise, Relegation would turn into a death sentence for a top tier team.
I-league will lose it's official tag , So why not allow PSU clubs to play in it ? Those who can fulfill minimum requirements ofcourse They could start from the 2nd division
PSU clubs have to form a separate company which is a thing for AFC and AIFF criteria. For that to happen the PSU clubs need to take permission from the parliament where a decision needs to be made.
True but the I-League would be the "second division" now while ISL is the first division and I assume the division where teams play in Asia. Technically I suspect the full AFC and AIFF criteria would not affect PSU clubs in the lower divisions now so we could allow them in... only problem will be the usual stuff like the crap attendances for example. We could also add ISL B teams in these divisions but that may be rushing things.
And for cup competitions, just don't allow PSU clubs in them, thus the winner can qualify for Asia.
