Well Moura came from the 2nd Division in the US and before that played 33 games in Serie A in 2014 and yes, his club is Serie D but the leagues have not started yet. Technically, he is currently playing in the state league his club plays in and that is the top tier in the state. Who knows, maybe after the state season he will move to a better club? Flamengo, his old club, plays in this league as well so the guy has connections within this state.
And that is what I said with younger guys and that they for the most part come from South America and Asian leagues. Why FC Goa did what they did is anyones guess but I assume it is a mix of needing cheap options and Zico's decision making, he had control over foreigners this time.
NorthEast United do not deserve discussion. They can compete with Kerala for worst ran team. FC Goa has 3 owners, one being pretty damn rich, and the other two having experience within football, specially Dempo.
Besides, Dempo has experience of running a football team unlike the other two teams that you mentioned. You expect them to sign better players, not sign foreigners as an obligation to fill the foreign quota.
Even though the management of both kbfc and nufc is pretty pathetic. IMO NUFC did better in second season regarding signing foreigners. Getting guys like Velez, Bruno, Bikey, Mendy, Dadzie that formed core of their team. Even guys like Silas were playing in portuguese top division at 39 before coming to India...They also had Miguel Garcia and Mtonga, Zambian international and Boubacar Sanogo , an Ivory Coast inernational. None of them are random foreigners and and have played in some top leagues. Unfortunately the latter three got injured. The team can do better .
KBFC had a decent crop of foreigners like, Dagnall, Ramage, German and Josu....their marquee was a flop, but thats their managements failure for not being able to lure Riise. Probably they would have performed well if they had retained Hume, Hengbart and Pearson and yes a better management. They were in talks with James McFadden as well, could have been a very good signing for any ISL team. None of them are anywhere near 40 and definitely not random foreigners.

all the foreigners were signed by Zico and beto. Dempo had nothing to do with it. and this year only Lucio and moura will be oldies others will be young Lucca and Rafael will return along with 2 Brazilians youngsters from Atletico paranense. others will be signed later.
