They have been doing this for the last 10 years. I haven't seen any improvement yet. To make a big difference you need players who are playing at the highest level. Example Philippines had Neil Ethridge from premier league and Stephen Schrock from the bundesliga amongst others.
Afghanistan's junior teams seem to be doing a lot better nowadays. Maybe they will start weaning off their diaspora talent, because keeping them happy appears to be a rather expensive task. It's the reason why the Philippines Football Federation asked their half-Filipino Europeans to find clubs in Southeast Asia. Now many of them play for Thai and Malaysian clubs.
