It is difficult to organise a complete football tournament like ISL in foreign country. IPL one can do but not ISL.
Reason is that football is a popular sport in other countries and they will not want a foreign entity to come and share resources, fan base of their clubs.

Top 25 ranked teams and players eligible across all age groups.. This means U-17 & U-20 FIFA World cup players are also eligible and these tournaments happens every 2 years..
African country Senegal ranked 20 in FIFA rankings.. Even South American teams like Columbia, Peru & Venezuela are in top 25. Do you think getting players from these leagues on Loan is tough for us..
