North East is not just one state for your info it is made of 8 states , if they can sustain 10 clubs they deserves 10 clubs .. They have good fan following and passion for games .. Also enough locals players to play ....

Kolkata have big 3 clubs and have fan following bigger than 3rd best league clubs in world only point is that they dont have pro management ...
I dont see any issues on having 3 clubs from kolkata - they have big fan following , they have enough locals players who want to play football , only just they need to be smart and choose 3 different grounds to play football. Their matches will get solid audience ....

No one can stop having multiple clubs per geography. It should be the survival of the fittest. Frankly there is a lot of marketability here if done right. You dont have to spend too much as well.
AIFF just needs to give a sane sustainable platform and let market forces handle itself.
Regarding One Academy per state. Last time i heard anything postive from the AIFF academy, They did f all!!
