b) The two top teams from each group will qualify for the Final Round 2. Round “II” Final Round i) The six teams who qualify from Round “I” will play in a double leg league at Karnataka and Kerala in the Final Round ii) The teams placed 1st and 2nd in the Final Round will be promoted to the ILeague 2013-2014. iii) For gaining promotion to the I-League 2013-2014 the teams will have to meet the club licensing criteria circulated by the AIFF. Teams that do not meet the licensing criteria for professional clubs will not be promoted. iv) Although a team may qualify by virtue of their position in the 2nd Division League, promotion of the team will be subject to the above.
I think that is the point of the corporate clubs. We will never really get a club from Chennai or Kerala through the 2nd Division so the best bet is through corporates. Yes, the starting base of players will be out-of-state players but at least the corporate club can have the power to change so things in its region.

Pune has so many I-league and AFC cup games to be played there. Now 2nd division also there? I wonder if turf will hold on for so many games. Bangalore would have been better choice-atleast fans there get an opportunity to see some football action.

According to sources Kerala has backed out as hosts.
Great stuff by Vasco. But they should not be cheated out of the league by match fixing.
The biggest question is how can a team relegated from their state league do so well in second div ILeague.
