Nagpur FC has won Nagpur District Football Association (NDFA) 1st division league 2013-14.
They will compete in 2013-14 I league 2nd division.

There are many states which are not represented at all. Mizoram, Kerala, Tamil Nadu, Punjab comes to my mind where Football is popular and they need a club in I-League. How will they do relegation this year? There is confusion becoz clubs like Bangalore are corporate so cannot be demoted. That will tell whether 2nd division clubs can be promoted or not? Or only corporate clubs will be entered.
