    Vasco Sports Club were one of
    the strongest contenders for a
    promotion to the I-League but
    eventually the Goan side ended
    up being the biggest sufferers in
    the Seikhohao Tuboi suspension
    saga. Dejected Vasco fans have
    lashed out at the All India
    Football Federation (AIFF) for the
    manner in which the issue was
    handled and demanded justice.
    Seikhohao Tuboi who
    represented Shillong Lajong in
    four of their I-League second
    division matches, had also
    played for Army XI in the Kolkata
    League, which is clearly a
    violation of the rules which say
    that one player cannot be
    registered under two state
    associations in the same season.
    After the protest filed by
    Southern Samity against Shillong
    Lajong, the AIFF dismissed the
    same only to later suspend the
    player but the club from the
    north east survived the axe. The
    I-League second division rules
    clearly state in the Art IV point
    3, ” Any team refusing to play or
    does not turn up for the match
    at the scheduled time or refuses
    to start or complete a match or
    fields an ineligible player shall be
    scratched from the competition.
    The match shall be forfeited and
    the opponents present at the
    venue shall be declared winners
    by a three (3)-goal difference
    and three (3) points shall be
    awarded to them. If the goal
    difference was higher at the
    time the match was abandoned
    for the team ’s refusal to continue
    to play, that goal difference shall
    remain. The team may be further
    penalised by the AIFF Disciplinary
    Committee. ”
    Tuboi scored for Shillong Lajong
    in the 2-1 win over Vasco which
    according to the rules stated
    above means, Vasco have to be
    awarded three points which
    gives the Goan club a place in the
    I-League.
    Aware about this fact, Vasco fans
    see a new ray of hope in their I-
    League qualification dream,
    provided AIFF do the needful.

    I feel completely hurt and
    disappointed that Vasco has
    been deprived of its place in the
    I-League. We are the ones who
    are encouraging local talent.
    Except for the two foreigners,
    our team consists entirely of
    Goans and when things like this
    happen, it is very disappointing.
    AIFF is an organization where
    rules are made but they are the
    ones who don ’t follow them.

    What Shillong Lajong have done
    is a serious offence and it will be
    a shocker if they do get away
    lightly. If action isn't taken
    against them, it will set a wrong
    precedent. In the past, FIFA have
    relegated the teams who have
    fielded ineligible players in their
    team.

    The AIFF suspended Tuboi but
    what about the team? This is
    completely unfair. Next year
    even we can do the same by
    fielding an ineligible player, win
    the league at the cost of him,
    qualify for the I-League and then
    tell the player to go home. Moral
    of the story is that the team does
    not get penalized despite of
    having cheated. The AIFF have to
    abide by the law and ignorance
    of the law cannot be an excuse.
    If we go legally through court
    we will definitely win but sports
    matters have to be settled on the
    field itself.

    Down the years I have noticed
    with the AIFF that everything
    just remains on paper but no
    action is taken. It ’s a shame.
    When there is a time to act,
    nothing is done. Now too it’s the
    same situation. The AIFF needs to
    abide by their rules. When will

    As a fan of Vasco, I can say that
    the AIFF has been very unfair to
    us. They expect the clubs to
    professionalize while they
    remain unprofessional in their
    organization. We have suffered
    in the past and now again we
    are the victims. When will the
    AIFF act wisely? In the first place
    it was unfair to have the second
    division matches at Meghalaya,
    understanding that there are
    three competitive teams from
    that region. It ’s not fair for the
    other participating teams.

    We have not qualified because
    of just one point. We have been
    totally fair on our side and met
    all AIFF ’s requirements. Whereas
    a team like Lajong field’s an
    ineligible player and gets away
    with it easily. Where is the
    justice? When we are out
    because of these irregularities, it
    makes us lose faith in the
    system.
    The Vasco fans definitely seem
    furious over the issue and this
    time they don ’t seem to be in a
    position for any settlements.
    Will the AIFF take stern action
    against Shillong Lajong and
    make way for Vasco to move
    up to the I-League or will the
    Meghalaya side again be
    sheltered by India’s football
    governing body? What is your
    take on this? -I consider Vasco as my favourite club above all clubs but still i dont want them to play next year in div 1. Tuboi is not a Maradona & we should have won against Lajong easily. Other reason is there is no respect for Goan clubs atleast in IFNF as most members want Jajong to qualify by hook or crook. I had mentioned before at the start of the reason that that the NE team will qualify at the expense of Vasco & this my fear came true. And my opinions @ AIFF would remain the same as mentioned earlier.

    Shillong Lajong Owner Questions The Basis Of Suspending Seikhohao Tuboi Midway Through The Competition

    The All India Football Federation (AIFF), on the basis of their inquiry and recommendation from certain members of the Players Status Committee, decided to suspend Tuboi with immediate effect as the player in question had been registered with at least two state associations, namely, the Meghalaya FA and Indian Football Association, the board of governing body for football in West Bengal.

    However Ming’s argument stems from the fact that Tuboi has been a player of Shillong Lajong for the last two years as per the AIFF transfer records.

    “Under normal circumstances, the question of player’s eligibility comes if a particular club hasn’t followed the requisite transfer regulations. In this case it is clear to the entire world that Tuboi has played for Lajong from the 2009 I-League Second Division until this day and there is no dispute in that regard.

    “Tuboi was also a Jawan of the Assam Regiment of the Indian Army. Consequently he would play for them in the Interservices tournaments and the Durand Cup as well. This season it so happened that the Army XI played in the Kolkata League and without following any transfer regulations, the IFA registered him.

    “My question to the AIFF is what is Army XI – is it an organizational teams or a club as they pick up several players from the army from across the country and play in tournaments. If IFA claim that Tuboi is registered with them why did they allow him to represent Lajong in the IFA Shield?” asked Ming.

    The big question to be raised is why, in the first place, did the AIFF decide to have an inquiry given that the protest lodged by Southern Samity was after the first game was played and not immediately after the registration was completed. And what was the logic behind suspending the player and not taking an action on the club which translates into applying the regulations selectively. Also given that the AIFF did conduct an inquiry, it indirectly accepted the protest lodged by the club from Kolkata.

    “In AIFF records, Tuboi is registered as our player. So why was our player suspended midway through the league? We are very disappointed with the decision of the AIFF and unhappy about it. This could have derailed the entire process of qualifying back into the I-League. It is very clear that there is no question of eligibility on the onset,” Ming reasoned.

    While the IFA have sent in a letter to the AIFF claiming that Tuboi is registered with them, the latest twist in the story according to sources is Manipur too joining in the fray and stating that the young striker is also listed in their association!

    Miffed by the decision by AIFF, Lajong have sent out a strongly worded statement to the AIFF complaining over the judgment by the national body for football in India.

    On being probed over the precise details as to what transpired following Lajong getting relegated last season, Ming presented his case.

    “After we got relegated last season and if it is to be remembered there was a confusion over the relegation which got resolved after a few months. In the meantime, Army called Tuboi to be play for some tournaments and he represented Services in the Santosh Trophy too.

    “We were not aware of Army XI playing in the Kolkata League as how are we to keep a track of what Army XI is up to?” said the AIFF Executive Committee member.

    As of today, it is learnt that Tuboi has a contract until the end of 2013 with Lajong and is no more an Army Jawan.

    Decision on Tuboi on 27th of this month
    Furthermore, the Committee has referred the case of suspended Shillong Lajong player -- Tuboi -- to the Players Status Committee which is slated for May 27.
