Vasco Sports Club were one of
the strongest contenders for a
promotion to the I-League but
eventually the Goan side ended
up being the biggest sufferers in
the Seikhohao Tuboi suspension
saga. Dejected Vasco fans have
lashed out at the All India
Football Federation (AIFF) for the
manner in which the issue was
handled and demanded justice.
Seikhohao Tuboi who
represented Shillong Lajong in
four of their I-League second
division matches, had also
played for Army XI in the Kolkata
League, which is clearly a
violation of the rules which say
that one player cannot be
registered under two state
associations in the same season.
After the protest filed by
Southern Samity against Shillong
Lajong, the AIFF dismissed the
same only to later suspend the
player but the club from the
north east survived the axe. The
I-League second division rules
clearly state in the Art IV point
3, ” Any team refusing to play or
does not turn up for the match
at the scheduled time or refuses
to start or complete a match or
fields an ineligible player shall be
scratched from the competition.
The match shall be forfeited and
the opponents present at the
venue shall be declared winners
by a three (3)-goal difference
and three (3) points shall be
awarded to them. If the goal
difference was higher at the
time the match was abandoned
for the team ’s refusal to continue
to play, that goal difference shall
remain. The team may be further
penalised by the AIFF Disciplinary
Committee. ”
Tuboi scored for Shillong Lajong
in the 2-1 win over Vasco which
according to the rules stated
above means, Vasco have to be
awarded three points which
gives the Goan club a place in the
I-League.
Aware about this fact, Vasco fans
see a new ray of hope in their I-
League qualification dream,
provided AIFF do the needful.

what about the team? This is
completely unfair. Next year
even we can do the same by
fielding an ineligible player, win
the league at the cost of him,

The All India Football Federation (AIFF), on the basis of their inquiry and recommendation from certain members of the Players Status Committee, decided to suspend Tuboi with immediate effect as the player in question had been registered with at least two state associations, namely, the Meghalaya FA and Indian Football Association, the board of governing body for football in West Bengal.
However Ming’s argument stems from the fact that Tuboi has been a player of Shillong Lajong for the last two years as per the AIFF transfer records.
“Under normal circumstances, the question of player’s eligibility comes if a particular club hasn’t followed the requisite transfer regulations. In this case it is clear to the entire world that Tuboi has played for Lajong from the 2009 I-League Second Division until this day and there is no dispute in that regard.
“Tuboi was also a Jawan of the Assam Regiment of the Indian Army. Consequently he would play for them in the Interservices tournaments and the Durand Cup as well. This season it so happened that the Army XI played in the Kolkata League and without following any transfer regulations, the IFA registered him.
“My question to the AIFF is what is Army XI – is it an organizational teams or a club as they pick up several players from the army from across the country and play in tournaments. If IFA claim that Tuboi is registered with them why did they allow him to represent Lajong in the IFA Shield?” asked Ming.
The big question to be raised is why, in the first place, did the AIFF decide to have an inquiry given that the protest lodged by Southern Samity was after the first game was played and not immediately after the registration was completed. And what was the logic behind suspending the player and not taking an action on the club which translates into applying the regulations selectively.
