It says preliminary round matches as well as final round matches of I league 2nd div. since there are no prel round in I league I, this has to be I league II.

as far as clubs from nagpur goes their chances of making to 2nd div is less since.....only 2 teams from maharshtra(as per last season) can make it to next round....and the best teams from mumbai have better chance then pune, kolhapur and finally nagpur....so i dont see much chance of them getting it ....but still if aiff plans to give a direct entry then it would be great for their football.....
I think if we keep the format of the 2nd division as it is, we can add 100s of clubs in the preliminary qualification phases. Each playing with local clubs to qualify for final rounds

Problem is that we know a few organized regional leagues like the Nagaland Premier League, North-East Premier League, Calcutta Football League, Nagpur Premier League, Mumbai Football League etc but there are still many many unstable leagues and clubs around India that probably won't fit AFC Criteria if they made the league.
I still am in favor of a normal second division full of clubs from Mumbai/Nagpur, Kerala, North, North-East, Delhi, and Kolkata as those states/cities are already in a way organized.

Now this would be a nice stadium in the I-League. All it needs is a roof and bucket seats.
